The “Board of Peace” Gambit: A Secretive Shift in Gaza’s Sovereignty — Today, February 19, marks a definitive turning point for the future of the Palestinian territories as the inaugural meeting of the “Board of Peace” (BoP) convenes in Washington, D.C. While officially framed as a humanitarian and reconstruction vehicle, exclusive intelligence from the heart of the world leadership brain suggests a far more complex reality. 

The fate of the “Peace Council”—now operating under the formal banner of the National Committee for the Administration of Gaza (NCAG)—is no longer a matter of local governance, but has been absorbed into a globalized administrative structure that bypasses traditional United Nations oversight.

The Quiet Handover: From Conflict to Administration

The transition into “Stage 2” of the 20-point peace framework, endorsed by UN Security Council Resolution 2803, has fundamentally altered the status of Gaza.

The Council’s fate is now tied to a US-appointed executive board featuring high-profile figures like Jared Kushner and former UK Prime Minister Tony Blair.

This secretive shift effectively places the management of Gaza under a “transitional administration with international legal personality,” a move that critics argue creates a parallel global authority.

While the NCAG, led by former Palestinian Minister Ali Shaath, is technically the face of the local administration, the true power rests with the Board of Peace. 

This body holds the mandate to oversee the “full demilitarization” of the Strip and the deployment of an International Stabilization Force (ISF).

The Strategic Seclusion of the Council

The Egypt Buffer: 

The NCAG currently remains based in Egypt, coordinating from Cairo rather than Gaza City. This physical distance is a calculated move to maintain security while the ISF—led by a US General—establishes “Safe Zones” within the enclave.

The Financing Trap: 

Reconstruction funds, estimated to reach upwards of $70 billion, are being channeled exclusively through BoP-approved accounts. 

This ensures that only those factions willing to undergo total demilitarization can access the capital required to rebuild.

Exclusionary Governance: 

In a bold move to reset the political landscape, both Hamas and the traditional Fatah-led Palestinian Authority (PA) have been marginalized from the primary decision-making layers of the Board, favoring a “technocratic elite” loyal to the new international framework.

The “New Gaza” Blueprint: Real Estate vs. Statehood

Confidential reports from the Davos summit earlier this year indicate that the “New Gaza” plan treats the enclave not as a burgeoning state, but as a strategic real-estate redevelopment project. 

The vision, dubbed by some insiders as “Dubai on the Mediterranean,” involves dividing the Strip into districts managed by international investors. 

This approach seeks to replace ideological struggle with economic dependency, a strategy that the world leadership governance believes is the only way to ensure permanent stability.

However, this fate is fraught with risk. 

The separation of Gaza’s administration from the West Bank—which is currently facing its own “de-facto annexation” through Israeli land registration procedures—suggests the creation of two separate Palestinian entities. 

This “Two-Gaza” reality is the secretive core of the current peace strategy: a sanitized, disarmed, and economically revitalized Gaza that remains politically decoupled from the broader national movement.

The Leadership Brain’s Verdict

The Board of Peace is the first manifestation of a new global doctrine where sovereignty is traded for security and development. 

For the “Peace Council” in Gaza, their fate is to serve as the local facilitators of a global experiment. 

If successful, it will be touted as a triumph of modern governance; if it fails, it risks becoming a permanent international protectorate with no clear exit strategy.
