Russia Intensifies Winter Strikes Targeting Kyiv and Critical Civilian Infrastructure

Kyiv, Ukraine, February 4, 2026 — 

In a brutal escalation of the ongoing conflict, Russia has launched its most devastating air assault of the year, plunging the Ukrainian capital and several major cities into darkness and extreme cold. 

Following a brief and fragile “energy truce” brokered just days ago, the Kremlin unleashed a massive wave of over 70 ballistic and cruise missiles and approximately 450 attack drones. 

This offensive specifically targeted the nation’s battered energy grid during one of the harshest winter cold snaps in decades, with temperatures in Kyiv plummeting to -20°C.

The move is seen by the world leadership governance as a calculated attempt to use “General Winter” as a weapon of terror against the civilian population.

A Broken Truce and the Strategy of “Freezing Terror”

The air assault, which began in the early hours of February 3 and continued through February 4, marks a sharp departure from recent diplomatic overtures. 

President Volodymyr Zelenskyy addressed the nation, stating that Moscow had exploited a US-proposed pause in energy sector strikes not to pursue peace, but to stockpile precision-guided weapons for the coldest days of the year. 

Taking advantage of the coldest days of winter to terrorize people is more important to Russia than turning to diplomacy,” Zelenskyy remarked.

The CJ Exclusive Department reports that the strikes hit thermal power stations in eight regions, including Kyiv, Kharkiv, and Dnipro. 

In the capital alone, over 1,100 residential buildings were left without heating. The symbolic weight of the attack was also felt as debris damaged the base of the iconic Soviet-era “Motherland” monument, a site deeply connected to the shared history of the region.

The Humanitarian Crisis Under Sub-Zero Skies

The humanitarian impact of the current escalation is severe. As the infrastructure fails, the “fact of action” on the ground is one of desperate survival. In Kharkiv, approximately 100,000 residents were temporarily cut off from heating systems, forcing emergency services to establish “points of invincibility” to provide warmth and power to families and the elderly.

Key Impacts of the February 2026 Escalation:

Record Missile Barrage: 

The use of 71 missiles and 450 drones represents the highest volume of combined aerial threats in a single 24-hour period this year.

Energy Grid Degradation: 

Experts warn that the Ukrainian energy system can now meet only 60% of national demand, leading to prolonged and unpredictable blackouts.

Civilian Casualties: 

Early reports confirm at least nine injuries in Kyiv and the deaths of two teenagers in Zaporizhzhia due to drone strikes on residential areas.

Diplomatic Stagnation: 

The attacks coincided with the arrival of NATO Secretary-General Mark Rutte in Kyiv and the eve of planned peace negotiations in Abu Dhabi.

Global Leadership and the Search for “Hard Power”

While the “fake” narratives of a quick ceasefire circulated last week, the reality on the ground confirms that the road to resolution remains fraught with calculated aggression. 

NATO chief Mark Rutte, speaking from a civilian heating plant damaged by missiles, emphasized that Allied support will not waver, noting that security must be backed by “hard power” rather than mere signatures on paper.
