As a condition of the truce, SDF military formations are required to withdraw to the east of the Euphrates River. 

This move paves the way for the Syrian national army to assume full control over the Arab-majority provinces of Deir ez-Zor and Raqqa.

For the first time in over a decade, the “Old World” of fragmented cantons is being replaced by a “New World Order” of centralized state authority under President Ahmad al-Sharaa.

A central pillar of the “Amman, Jordan” agreement is the Full Integration Protocol. Under this 14-point plan, the SDF—long the primary ally of the U.S. in the fight against ISIS—will be systematically dissolved, with its individual fighters and security personnel being integrated into the Syrian Ministry of Defense and Ministry of Interior. 

This process will involve rigorous “security vetting” to ensure that no remnants of the former Assad regime or non-Syrian PKK elements are incorporated into the national forces. 

In exchange, the Damascus government has committed to recognizing Kurdish cultural and linguistic rights and maintaining a degree of regional autonomy, a move hailed by Jordan and Qatar as a “historic step toward civil peace.”

Secretive reports suggest that the U.S. Envoy, Tom Barrack, played a “decisive role” in persuading SDF Commander Mazloum Abdi to accept the terms after several Arab tribes in Raqqa and Deir ez-Zor defected to the government side.
