UK and California Sign Landmark Clean Energy Pact to Boost Transatlantic Investment

In a historic move for environmental diplomacy and economic cooperation, the United Kingdom and the State of California have signed a comprehensive Memorandum of Understanding (MoU) aimed at deepening cooperation on clean energy, climate action, and the protection of biodiversity. 

The agreement was finalized today, February 16, 2026, during a ceremony in London attended by UK Energy Secretary Ed Miliband and California Governor Gavin Newsom. 

This partnership represents a powerful and strategic alliance between two of the world’s leading proponents of the green transition, designed to unlock billions in private investment and accelerate the decarbonization of two of the world’s most influential economies.

A Strategic “Green Corridor”

The MoU prioritizes several critical areas of cooperation that are essential for meeting the 2030 and 2050 climate targets. 

These include the rapid development of offshore wind technology, the scaling of green hydrogen production, and the total decarbonization of the transport sector—a particular area of expertise for California. By aligning their policy frameworks and research efforts, the UK and California aim to create a “green corridor” that allows businesses, scientists, and innovators to move seamlessly between the two regions.

Governor Newsom’s visit to London highlights the increasing importance of “sub-national” diplomacy. 

California, which is often cited as the world’s fifth-largest economy, has long been a pioneer in aggressive renewable energy mandates and electric vehicle adoption. By partnering with the United Kingdom—the first major global economy to legislate for a net-zero target—the agreement creates a formidable transatlantic block. 

This alliance is expected to exert significant influence over international standards for carbon-neutral technologies, effectively “setting the rules” for the global green market.

The agreement is already bearing fruit: during the signing, it was revealed that the UK-based firm Octopus Energy is set to receive nearly a billion dollars in new investment to expand its smart-grid technology across the California coast.
