Greenland Security Deal Opens New Chapter in Arctic Relations After Trump Announcement

Washington, Copenhagen and Nuuk prepare to formalise security agreement as Denmark and Greenland reaffirm sovereignty and self-determination

A new security agreement involving the United States, Denmark and Greenland has opened a new chapter in the strategic relationship surrounding the Arctic island, following President Donald Trump’s announcement that Washington had reached an agreement giving the United States permanent control over Greenland’s security.

The announcement marks a significant change from the confrontation that has surrounded Greenland since Trump repeatedly argued that the United States needed greater control over the strategically important Arctic territory.

However, the governments of Denmark and Greenland have presented the agreement in different terms from the language used by the U.S. president.

In an official statement issued on September 18, the Danish Prime Minister’s Office said Denmark, Greenland and the United States were expected to sign an agreement designed to strengthen security in the Arctic and North Atlantic.

The statement said the agreement recognises the sovereignty and territorial integrity of the Kingdom of Denmark and the Greenlandic people’s right to self-determination.

Trump announced the agreement on Friday, describing it as giving Washington “permanent control” over Greenland’s security.

He also said the arrangement would prevent U.S. adversaries from establishing military bases, maintaining military forces or making sensitive investments in Greenland without American approval.

The announcement followed months of negotiations involving U.S., Danish and Greenlandic officials.

The precise legal and operational meaning of Trump’s description, however, has not yet been made public in full.

The agreement is therefore not being treated by CJG as a transfer of Greenlandic sovereignty to the United States.

Copenhagen reaffirms sovereignty

Danish Prime Minister Mette Frederiksen welcomed the agreement while explicitly stressing the continued sovereignty of the Kingdom of Denmark.

Frederiksen said the agreement would strengthen common security in the Arctic and North Atlantic and benefit NATO and Europe, while also recognising Denmark’s territorial integrity and Greenland’s right to self-determination. 

Greenland’s Prime Minister Jens-Frederik Nielsen likewise described the agreement as a means of strengthening security for Greenland, Denmark, the United States and the wider Western alliance.

Nielsen said the arrangement recognises Greenland’s interests and its position in international cooperation. 

The statements are significant because Greenland is a self-governing part of the Kingdom of Denmark, rather than a territory that has been transferred to the United States.

Agreement still requires formal procedures

The agreement has not yet completed all of the procedures required for it to enter into force.

According to the Danish government, the three governments are expected to sign the agreement during the United Nations General Assembly in New York next week.

Following signature, it will have to pass through the necessary national parliamentary procedures before becoming effective. 

That means the precise powers and obligations created by the agreement remain an important subject for further reporting.

Key details concerning the scale of the planned American military presence and the precise extent of U.S. authority remain undisclosed publicly.

Why Greenland matters to Washington

Greenland occupies a strategically important position between North America, Europe and the Arctic Ocean.

The island is already home to the U.S. Pituffik Space Base, formerly known as Thule Air Base, which supports missile warning, space surveillance and other strategic functions.

The Arctic has also become increasingly important to NATO because of growing military activity by Russia and increasing competition involving the United States, European states and China.

Washington has therefore treated Greenland as a major national-security issue.

The new agreement appears designed to strengthen American and allied military cooperation without formally changing Greenland’s constitutional status.

A different path from the earlier confrontation

The announcement represents a notable change in the diplomatic atmosphere.

Trump’s previous demands for greater American control over Greenland generated strong opposition in Denmark and Greenland and concern among European allies.

The present agreement instead places security cooperation and military coordination at the centre of the relationship.

For Greenland, the central issue remains the protection of its political status and the right of its people to determine their future.

For Denmark, the agreement offers a framework for closer American involvement in Arctic defence while maintaining the Kingdom’s sovereignty.

For Washington, it provides a mechanism for expanding strategic security cooperation in a region considered increasingly important to U.S. national security.

What remains unknown

The announcement leaves several questions open.

The final text of the agreement has not yet been publicly released in full.

It is therefore not yet possible to establish the precise limits of U.S. authority over Greenland’s security, the size and location of any additional American military presence, or the exact mechanisms governing sensitive investment and military activity.

These details will become particularly important when the agreement is formally signed and submitted for the required parliamentary procedures.
